Network of County Development Centers

The Network of County Development Centers (MAK) is a nationwide organization that supports entrepreneurs, NGOs, and local governments on their path to growth.

Our 15 development Centers operate in every county, offering free consultations, training, and practical solutions to foster sustainable economic and community development.

We provide support for:
Entrepreneurs – business plan development, funding opportunities, export support
Small and medium-sized enterprises (SMEs) – consultation and training, growth strategies, innovation support, access to financing
NGOs – project writing, funding options, strategic development
Local Governments – regional development, networking, investment attraction

One of our key target groups is small and medium-sized enterprises (SMEs), which play a vital role in Estonia’s economy. We provide them with the necessary tools and guidance to thrive in a competitive business environment.

Our member Centers have been founded by Local Governments, ensuring strong regional representation and commitment to local development.

In addition, we implement various projects commissioned by the Ministry of Regional and Agricultural Affairs, the Ministry of Economic Affairs and Communications, The National Foundation of Civil Society, and the National Institute for Health Development.

Our key partners include the Estonian Business and Innovation Agency, Association of Estonian Cities and Municipalities, and Estonian Association of Small and Medium-Sized Enterprises, among others. Through strong collaboration, we work to promote entrepreneurship and community development across Estonia.
